Project Overview:
Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s.
Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.
Work Location: Ras Al-Khair. The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays.

Job Summary:
The BIM Specialist is assigned to the Royal Commission of Jubail & Yanbu (RCJY) Digital Twin Delivery Department and reports to the RCJY Digital Twin Delivery Manager. The BIM Specialist will liaise with both internal and external stakeholders and will serve as the primary BIM interface contact for A/E/C contractors across all phases and disciplines of project deliveries. The BIM Specialist role will be the key subject matter expert for design, construction and operations BIM and will be vital in educating, training and supporting the in-house engineering and construction teams in the implementation of the RCJY Digital Twin Delivery System (DTDS). This particular Specialist will also serve as the custodian of the RCJY Common Data Environment (CDE) and will assist in the oversight of this foundational collaboration application. The BIM Specialist will also assist in 3D Model Development, Interference Checking & Design Coordination, 4D Integrated Scheduling, Asset and Operational Integration, COBie (Construction Operations Building information exchange) data population and extraction, Q/A & Q/C, and with the continued development of the RCJY DTDS processes, standards and procedures.
Major Responsibilities:
Works closely with the RCJY Digital Twin Delivery Manager to support the successful implementation of the RCJY Digital Twin Delivery Strategy and BIM Implementation Plan through the following activities:
- Contribute to the development, implementation, and continuous improvement of the RCJY Digital Twin Delivery framework, including BIM standards, information management processes, procedures, and governance requirements.
- Support the establishment, operation, and adoption of the Common Data Environment (CDE) as the authoritative source of project information, ensuring alignment with RCJY objectives, standards, and digital delivery requirements.
- Provide guidance, training, and technical support to RCJY personnel on BIM methodologies, information management processes, digital delivery standards, and associated applications to promote consistent implementation across projects.
- Serve as the primary BIM coordination interface with A/E/C contractor BIM Managers and key project stakeholders, facilitating collaboration, issue resolution, and alignment with RCJY digital delivery objectives.
- Monitor and verify contractor BIM implementation, execution strategies, and deliverables to ensure compliance with contractual requirements, RCJY standards, information requirements, and industry best practices.
- Manage, monitor, and continuously improve the performance, availability, integrity, and user experience of the CDE platform, proactively addressing system issues, user support requests, permissions, workflows, and operational risks.
JOB DUTIES:
- Assist in developing and implementing the Project DTD Strategy and BEP across design, procurement, construction, and handover phases.
- Support RCJY's use of the Common Data Environment (CDE) as the single source of truth for project information and digital delivery.
- Collaborate with the DTD Manager, Engineering, and Construction teams to develop and maintain DTD standards, procedures, BIM object libraries, and information management practices.
- Lead and support training for RCJY staff on the CDE, BIM, and related digital delivery tools and processes.
- Conduct BIM model reviews, audits, clash detection, data validation, and model interrogation to monitor A/E/C contractor compliance and project delivery progress.
- Ensure contractor BIM deliverables comply with Client Information Requirements, RCJY Information Requirements, and applicable industry standards, including BS/PAS 1192.
Education and Experience Requirements:
- Recognized degree/diploma in a relevant field i.e. drafting technology, engineering, construction, information management, information technology is preferred but relative prior experience may also be considered.
- Bachelor's degree* and 8-10 years of experience or 12-14 years of relevant work experience minimum of 5 years’ experience in a BIM/VPD related role.
- Experience in a BIM/VPD related role.
- Experienced working on large-scale capital design, construction projects.
- Comprehensive knowledge of Document Control, Information Management, Configuration Management and BIM Common Data Environments.
- Strong understanding of EPC project delivery processes and digital workflows for large-scale infrastructure, industrial, and linear asset projects, including roads, highways, earthworks, utility networks, pipelines, corridors, substations and site development works.
- Demonstrated expertise through examples of achievements in BIM, Digital Twin Delivery (DTD) and information management, with the ability to apply international best practices throughout the project lifecycle.
- Held prior position as a BIM Specialist, BIM Coordinator or Information Manager, working with multi-discipline design teams, design subcontractors and/or third party stakeholders on design and design build projects.
- Strong understanding of civil and linear infrastructure design workflows, including roadway design, grading and earthworks, utility and pipeline coordination, drainage systems, site development, and corridor-based project delivery.
- Proficient in industry-standard digital delivery and BIM applications, including:
- Autodesk Civil 3D for corridor modeling, grading, utilities, and earthworks.
- Autodesk Revit for multidisciplinary BIM authoring and coordination.
- Navisworks Manage and Solibri for model federation, coordination, validation, and clash detection.
- Synchro for 4D construction sequencing and simulation.
- AutoCAD and related Autodesk applications.
- Oracle Unifier or equivalent project information management systems.
- Comprehensive knowledge of ProjectWise, with a minimum of three years of experience supporting large-scale engineering and infrastructure projects.
- Hands-on experience administering ProjectWise environments, including project setup, folder structures, workflows, security configuration, permissions management, transmittals, document control, and integration with engineering applications.
- Experience supporting collaborative engineering and design environments, ensuring efficient information exchange between engineering disciplines, project controls, construction teams, and external stakeholders.
- Experience in developing, documenting, implementing, and continuously improving digital delivery standards, information management procedures, BIM execution plans, and governance frameworks.
- Ability to analyze, validate, and manage BIM, GIS, survey, and engineering data to support design coordination, construction planning, and Digital Twin initiatives.
