Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It is one of the biggest civil engineering projects in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. 

Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local architect/engineering (AE) firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2026, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port and pipeline expansions, and more.

 

Work Location: Ras Al-Khair. The position is based in Ras Al-Khair, located approximately 100 kilometers north of Jubail Industrial City. Daily commuting between Jubail and Ras Al-Khair is required, using either the available transportation facility or the shuttle bus service. Accommodation for this role is provided in Jubail Industrial City. Complimentary breakfast and lunch are provided for Ras Al-Khair assignees on workdays. 

Job Summary:

The Field Civil Engineer is the front end of Bechtel’s operations in Ras-Al-Khair, responsible for overseeing multiple contractors to construct, test and commission all large-scale highways and roadwork’s projects whilst maintaining a positive health and safety working environment with the site team and proactively eliminating rework through an effective quality control program.

The Field Civil Engineer reviews and approves all quality assurance and health and safety documentation and is then responsible for working with the contractor to implement these practices on the construction site. The Field Civil Engineer will be capable of independently working with the contractor whilst representing the client on site, he shall be competent to read, analyze and advise on interpreting design drawings and specifications and proactively identify conflicts between the disciplines.

The Field Civil Engineer shall have experience in the design and construction of highways and bridges including earthworks, drainage, asphalt and reinforced concrete structures.

Major Responsibilities:

  • Construction supervision of large-scale highways and infrastructure projects through the whole project life cycle including the testing and commissioning process.
  • Must be technically proficient in asphalt and reinforced concrete construction.
  • Review and approve shop drawings, vendor design packages all other site related quality and health and safety documentation.
  • Maintain a zero-accident policy on site with the contractor through regular participation in the client’s health and safety programs and undertaking regular health and safety audits on site.
  • Proactively eliminate rework activities through reviewing and understanding drawings and specifications and coordinating with other discipline specialists in the team.
  • Support the contractor to prepare and submit technical queries as and when required.
  • Support the contractor to implement a quality assurance system in line with Royal Commission quality processes and procedures including recording as-built drawings, technical submittal logs, TQ registers and third-party laboratory documentation.
  • Represent the client in undertaking quality, health, and safety inspections on site, preparing punch list items and taking lead with the contractor to close all outstanding comments.
  • Coordinate with the project team and contractors to identify defects, raise non-conformance reports, and follow through to identify correction procedures to close out.
  • Monitor all site related material quantities and as clients representative sign off on contractor’s monthly invoices.

Education and Experience Requirements:

  • Recognized university degree in Civil / Structural Engineering.
  • Minimum 5-6 years of relevant work experience.
  • Experience in construction supervision of civil infrastructure projects.Understanding of road works including asphalt installation, earthworks, drainage, asphalt, and concrete works including bridges.
  • Must understand standard site supervision procedures including implementing inspection & test plans, reviewing, and approving shop drawings and technical submittals.
  • Understanding of interfacing discipline requirements including electrical and mechanical construction practices associated with roadwork’s projects.
  • Experience in construction procedures for earthworks, drainage, asphalt and reinforced concrete structures.
  • An understanding of international codes and standards pertaining to asphalt and concrete works.
  • Capable of reading and understanding design drawings, vendor design packages, specifications and applying industry standard best practice on construction projects.

  • Be quality orientated and work proactively with the contractors to eliminate defects and maintain a zero-rework environment.
