Job Summary:

This position will lead the establishment and execution of Bechtel’s Project Controls function in the Buenos Aires Corporate Office, providing strategic leadership across cost engineering, estimating, cost control, forecasting, planning, scheduling, progress measurement, and performance reporting for a technically complex project portfolio.

The role will oversee, guide, train, and mentor the Project Controls team, ensuring consistent application of key project procedures, integrated risk management, and timely insights that support successful project execution, governance, and delivery.

Major Responsibilities:

  • Responsible for implementing Bechtel standards, developing local capabilities, and providing the governance and controls framework necessary for successful project delivery.
  • Acting as a strategic partner to business and project leadership, supporting decision-making, managing project risks and opportunities, and leading cost engineering, estimating, cost control, forecasting, planning, and scheduling activities that enable the successful growth and execution of Bechtel’s operations in Argentina.
  • Developing the preparation and presentation of project/program estimates and cost forecasts.
  • Supporting project/program organizational and administrative activities
  • Providing generally non-routine cost engineering/planning and scheduling guidance.
  • Identifying and providing innovative solutions to cost engineering and planning/scheduling problems.
  • Reviewing Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge for Project Working Capital calculations for assigned project/program.
  • Reviewing contract drafts for adequacy of cost and scope definition and Project Controls requirements
  • Coordinating development of all data in support of negotiations.
  • Providing oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives.
  • Providing leadership in terms of integrating the risk management process with other key project procedures (e.g., Change Management, Forecasting, Cost, Trends, and Claims and support corporate.

Education and Experience Requirements:

Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.

Required Knowledge and Skills:

  • Strong multi-tasking capability, willing to take on a variety of responsibilities in support of overall delivery objectives.
  • Demonstrated experience in performing management reporting, cost control, change management, planning & scheduling, estimating and risk management.
  • Experience in delivering operational objectives and work plans, and delegates assignments to subordinates.
  • Experience providing guidance to both internal and external stakeholders on risk management.
  • Experience in delivering large-scale fully integrated EPC / EPCM projects.
  • Excellent oral and written communication skills, including experience presenting information to internal and external stakeholders at a senior level.
  • Demonstrated capability in leading, managing and organizing teams from diverse backgrounds and experience to meet project objectives.
  • Advanced skill in Microsoft Office software applications (Excel, PowerPoint, Word).

  • Demonstrated experience operating in a Project Controls Management capacity.
  • Solid cross-discipline experience (cost controls, planning & scheduling, estimating and risk management).
