Job Summary:
In this role, you will provide technical guidance to promote consistency across projects, customers, and business lines. You will provide detailed review and support to capital cost estimates, cash flow, working capital assessments, and to the preparation of estimate documentation. Your recommendations ensure accurate cost estimations and will be essential in driving project profitability and success.

Major Responsibilities:
- Lead the development, review and validation of services estimates, including project management, engineering, home office support, construction management, field non-manual labour, temporary facilities, mobilisation/demobilisation, logistics and associated project support activities.
- Review scope requirements, execution strategies, staffing plans, organisational structures and estimate assumptions to confirm scope completeness, estimate maturity and pricing accuracy.
- Develop and benchmark labour rates, staffing costs, indirect costs, other direct costs (ODCs), subcontracted services and project support expenditures using historical data, market intelligence and project-specific execution plans.
- Define estimating methodologies for conceptual, order-of-magnitude, budgetary and detailed services estimates across proposals and project phases.
- Coordinate with engineering, construction, procurement, contracts, project controls, planning and functional managers to align staffing requirements, execution strategies, indirect costs, escalation, contingency and basis of estimate documentation.
- Lead the preparation and review of indirect cost, non-manual labour, engineering, construction management, project services, temporary facilities, logistics and owner/contractor support cost estimates.
- Evaluate subcontractor and vendor quotations for professional services, staffing support, temporary facilities and project services to ensure commercial alignment and pricing reasonableness.
- Support proposal reviews, bid evaluations, change order estimates, cost trends, value engineering studies and alternative execution strategy assessments.
- Provide estimating input to cash flow forecasts, working capital assessments, project funding requirements, contingency development and risk-based cost evaluations.
- Support the development of project staffing plans and organisational structures to ensure appropriate resourcing and cost alignment with project execution strategies.
Act as a senior services estimating specialist, providing technical guidance and quality reviews to promote consistency, accuracy and governance across projects, proposals and business lines. - Lead or support estimate reviews and presentations with project management, customers and senior stakeholders, clearly communicating estimate basis, staffing assumptions, indirect cost drivers, risks, opportunities and confidence levels.
- Identify estimate risks, opportunities, exclusions, qualifications and commercial considerations, and support the development of contingency recommendations and mitigation strategies.
- Prepare, review and maintain basis of estimate documentation, estimate plans, staffing assumptions, pricing records, benchmarking data and estimate close-out/lessons learned information.
- Mentor less experienced estimators and contribute to the continuous improvement of estimating tools, databases, staffing models, cost norms, templates and work processes within the services estimating function.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience
Required Knowledge and Skills:
- Approximately 15 years of relevant estimating, cost engineering, construction, project controls or engineering experience, with significant exposure to major civil and/or marine infrastructure projects.
- Strong technical understanding of civil and marine construction methods, productivity drivers, plant and equipment selection, temporary works, marine logistics, access constraints, weather/tidal impacts and constructability considerations.
- Demonstrated ability to prepare, review and present estimates across multiple stages of project development, from conceptual and order-of-magnitude estimates through to detailed execution or proposal estimates.
- Advanced capability in quantity development, first-principles estimating, unit rate build-ups, benchmarking, subcontractor/vendor pricing analysis and estimate validation.
- Sound knowledge of estimate classifications, basis of estimate development, contingency, escalation, risk analysis, cash flow, working capital and change order/trend estimating.
- Ability to interpret engineering drawings, specifications, geotechnical information, construction schedules, procurement strategies, contract requirements and execution plans.
- High proficiency in estimating systems, spreadsheets and data analysis tools, with the ability to develop clear estimate summaries, pricing models and management review materials.
- Strong written and verbal communication skills, including the ability to explain complex estimating assumptions, risks and cost drivers to technical and non-technical stakeholders.
- Proven ability to work collaboratively across engineering, construction, procurement, contracts, planning, risk and project controls functions in a major project or proposal environment.
