Project Overview:
Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Job Summary:
In this role, you will assist in providing professional financial and economic support services. You will conduct complex research on finance and investments, assist in preparing and producing regulatory reports, ad hoc financial reports, speeches, charts, and studies. Your research, analysis, and organized methods will contribute to effective business decisions through precise financial data interpretation. #LI-ME1
Major Responsibilities:
- Lead the preparation, review, and timely issuance of monthly invoice packages in accordance with contract terms, the project billing schedule, and Bechtel Finance procedures
- Lead the Billing team including assigning work, reviewing deliverables, and ensuring quality, consistency, and on-time delivery.
- Serve as the project's billing subject-matter expert on contractual billing terms, retention, tax, and supporting documentation requirements.
- Lead the Statement of Cost reconciliation including funding true-ups, prior-period adjustments, and resolution of complex variances in unbilled cost and billed revenue.
- Partner with Project Controls, Project Accounting, Tax, Treasury, and Procurement/Subcontracts to validate cost inputs, commitments, accruals, and tax positions prior to invoice issuance.
- Drive process improvement and standardization across the billing function (templates, checklists, system controls, and review/approval workflows) and coordinate with BBS Billing on shared-service deliverables.
- Maintain complete, auditable billing records and ensure compliance with the prime contract, internal controls, and Bechtel Finance procedures
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
Required Knowledge and Skills:
- In-depth knowledge of EPC billing methods and contract-based invoicing including Statement of Cost invoices with full contractual supporting documentation.
- Strong understanding of billing procedures, internal controls, and prime contract billing compliance.
- Knowledge of project accounting concepts including job cost, commitments, unbilled cost, revenue recognition, and accruals with the ability to support month-end close and resolve complex variances.
- Advanced proficiency in ERP/financial systems (Oracle preferred; SAP a plus) and Microsoft Excel for billing data extraction, validation, and reconciliation.
- Proven ability to lead and develop a billing team while interfacing confidently with clients, auditors, and senior project leadership in a matrixed project environment.
