Project Overview:
Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. M&T is an exciting and growing business unit that serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets. Job Summary:
Key member of the Labor Relations Leadership team being responsible for managing and supervising Workforce Development (WFD) staff. Responsible for driving strategy and team to meet short and long term priorities in accordance with the needs of Construction Management and the Project. Lead a diverse team of trainers with different backgrounds and expertise to accomplish priorities aligned with Project and Site Management requirements.Team objectives include Employee, Safety and Health (ES&H) training, administration of Craft Professional skills assessments, training, and skill verification programs including Capabilities Assessment Program (CAP), joint Union and Management training and upskilling.#LI-SM2
Major Responsibilities:
- Supervises project trainers, CAP Supt. and WFD administrator(s).
- Develops training and assessment programs tailored towards Project requirements and needs.
- Ensures all training programs are consistent with guidelines and procedures.
- Build relationships with all levels of leadership.
- Participate in Project schedule reviews to analyze current and upcoming work fronts to assess training needs.
- Provides guidance to Site Management for training to all levels of Craft Professionals, including apprentices, journeyman, foreman and general foreman.
- Responsible for overseeing project training facility layout, resource allocation, set-up and maintenance.
- Participate in the selection of evaluators/trainers.
- Oversee coordination with onboarding and Craft Professional Requisition process to ensure required capabilities and skills are tracked and included in new employee’s skillsets.
- Coordinates and monitors classes, instructors, facilities, class times, participants (level) and instructor evaluations on each project.
- Coordinates with Union Training and Joint Apprenticeship Training Centers (JATC) as required.
- Collects, assembles, and analyzes training data and provides reports to site and WFD management regarding the projects training activities.
- Oversees maintenance of data in relevant LR/WFD systems.
- Develop, monitor and maintain approved budget.
- Other duties as assigned.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience
Required Knowledge and Skills:
- Proven ability to define goals and deliverables and implement key programs on time and within budget.
- Good analytical and strategic planning skills: able to prioritize, balance short and long-term priorities.
- Proven ability to create, administer, and present different types of training including Leadership, Workforce Development, and/or ES&H.
- Must possess mastery of one or more craft discipline skill sets. In lieu of possessing a mastery of a craft discipline skill set, must have 15 years of construction experience including 10 years in a management role.
- Must have significant construction project experience.
- Prior experience managing a team of six or more including multiple Professional Staff direct reports.
- Prior Labor Relations (Union) experience required.
- Workforce Development/Training experience required.
- Excellent oral and written communications skills.
- Competent use of Microsoft Office suite.
