Project Overview:

The Ar Rjum Project comprises a green field gold project with three open pit mining operations with associated waste dumps and ore stockpile, a processing plant, tailings management facilities, and supporting infrastructure including water supply, power supply, maintenance facilities, offices, temporary and permanent accommodation village.
The Project is situated within the Central Arabian Gold Region, approximately 200 km north-east of Taif towards Riyadh and about 26 km South of Al Mouwayh, which is a small town situated on the Jeddah - Riyadh highway.

Role Overview:

The position provides support to establishing, and execution of all Workforce Services systems, processes, and compliance requirements for the Ar Rjum Project located within the Makkah region of Saudi Arabia, approx. 200km to the east of Taif..  With a primary focus on ensuring the welfare and conditions provided to the construction workforce of approx. 5000 employees are consistent with Saudi Arabian regulatory, and project established requirements.
As there will be a significant proportion of Chinese national employees engaged on the project, fluency in Chinese Mandarin whilst not compulsory, will be highly desirable.

Job Summary:

The Workforce Services Representative – Ar Rjum will assist in ensuring consistent, compliant, and effective Workforce Services delivery across the project. On Ar Rjum, the role will focus on subcontractor workforce oversight in an EPCM environment with no direct-hire workforce, ensuring compliance with labour legislation, contractual obligations, workforce welfare standards, accommodation, transportation, and mobilisation requirements. The role works closely with Project Leadership, Regional and Global Workforce Services leadership, subcontractors, and service providers to support schedule reliability, workforce stability, and positive workforce relations.

Reporting Relationships:

Functional Reporting: Regional Manager – Workforce Services (or delegate)
Project Reporting: Ar Rjum Project Workforce Services Manager (day-to-day execution alignment)

Major Responsibilities:

•    Support establishment, implement, and manage all Workforce Services systems, procedures, and compliance frameworks for the Ar Rjum Project.
•    Provide leadership and direction to the Project Contractors teams in line with approved planning and project phase requirements.
•    Oversee subcontractor workforce compliance with labour laws, contractual obligations, workforce welfare standards, and Project requirements.
•    Support workforce mobilisation, onboarding, access approvals, and demobilisation processes in coordination with subcontractors and Project stakeholders.
•    Maintain, and audit workforce-related documentation, records, and reporting to ensure transparency and compliance.
•    Support positive workforce and labour relations through proactive engagement, issue resolution, and alignment with Workforce Services leadership.
•    Support sub functions of WS on the Project; Camp/Accommodation services, contractor workforce oversight, workforce mobilization, performance management. 
•    Coordinate closely with Construction, ES&H, Security, and Project HR to ensure integrated workforce delivery.

Skills, Knowledge & Experience:

•    Experience in Workforce Services, Industrial Relations, or Employee Relations within large-scale construction or EPC/EPCM projects.
•    Strong understanding of subcontractor-based workforce models and compliance frameworks.
•    Proven ability to operate effectively in remote, camp-based project environments.
•    Strong stakeholder management, communication, and negotiation skills.
•    Experience working in the Middle East or similar complex regulatory environments is highly desirable.
•    Ability to speak Mandarin Chinese is highly desirable

Working Conditions:

The position requires residence at the Ar Rjum Project accommodation facility (camp) and periodic regional travel to support projects and business needs.
