Project Overview:
Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility. This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come. This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.
Job Summary:
The Staff Scheduling & Time Administration Specialist is a member of the Human Resources team and is responsible for coordinating employee work schedules, administering time and attendance processes, monitoring employee absences, and ensuring accurate time reporting for Staff Professionals supporting the construction of Poland's first nuclear power plant.
This role works closely with Construction, Subcontracts, EH&S, Project Controls, Payroll, and other project functions to ensure compliance with labor regulations, company policies, and project operational requirements. The position serves as a key HR Operations partner, supporting managers and employees in all matters related to scheduling, attendance, working time compliance, and workforce administration.
Major Responsibilities:
- Develops, maintains, and administers work schedules for Staff Professionals supporting project operations.
- Coordinates schedule changes and staffing coverage requirements in partnership with department managers and supervisors.
- Reviews, validates, and reconciles working hours, overtime, attendance records, and other time-related data.
- Administers and settles working time under different work schedule arrangements, including the equivalent working time system.
- Monitors employee absences, including annual leave, sick leave, family-related leave, and other approved absences.
- Maintains accurate leave and attendance records and ensures that required documentation is collected and processed.
- Partners with employees, managers, HR, and Payroll to resolve scheduling, attendance, absence, and timekeeping matters.
- Monitors compliance with Polish labor law, company policies, and project procedures concerning working time, daily and weekly rest periods, overtime, schedules, and absences.
- Prepares reports and analyses concerning attendance, absences, overtime, leave utilization, staff availability, and working time compliance.
- Identifies scheduling conflicts and working time compliance risks and recommends appropriate corrective actions.
- Serves as the primary point of contact for managers and employees regarding work schedules, attendance, leave administration, and timekeeping matters.
- Ensures the accuracy and confidentiality of employee information maintained in HR and timekeeping systems.
- Supports continuous improvement initiatives related to scheduling, time administration, absence management, reporting, and HR Operations processes.
- Performs other duties as assigned.
Education and Experience Requirements:
Typically requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience in HR Operations, time administration, payroll support, personnel administration, or a related function; or an equivalent combination of education and relevant professional experience.
Experience supporting a large employee population in a project-based or operational environment is preferred.
Required Knowledge and Skills:
- Fluent knowledge and proven practical experience in administering and settling working time under the equivalent working time system, including the preparation and review of schedules, settlement periods, overtime calculations, and compliance monitoring.
- In-depth knowledge of Polish labor law concerning working time, overtime, daily and weekly rest periods, leave entitlements, and employee absences.
- Experience in timekeeping and attendance administration for a large employee population.
- Strong understanding of time administration processes and the preparation of accurate data for Payroll.
- Advanced analytical skills and the ability to work accurately with large volumes of employee data.
- Excellent organizational skills and the ability to manage changing priorities and deadlines in a fast-paced project environment.
- High attention to detail, sound judgment, discretion, and commitment to data accuracy and confidentiality.
- Ability to collaborate effectively with managers and employees across multiple project functions.
- Advanced Microsoft Excel skills.
- Experience with HRIS, timekeeping, attendance, or payroll systems is preferred.
- Fluent Polish and communicative English.
