Project Overview:
The North Macedonia Motorway Project is of significant national importance, and the Government of North Macedonia is entrusting the joint venture to fast track the development and construction of these strategic motorways which will form part of the Pan-European Corridors 8 and 10d, which will enhance North Macedonia’s transport connections with neighbouring countries and support economic and social development.
These four new sections of motorway will continue Bechtel’s legacy in delivering successful motorways in the Balkan region. The North Macedonia motorway consists of two sections in the west heading south from the capital Skopje and running parallel to the Sharr mountains, one section passing through the UNESCO natural world heritage site around Lake Ohrid (one of Europe’s deepest and oldest lakes), with the fourth section in the South of the country close to the border with Greece which will enhance connectivity between the cities of Bitola and Prilep.
Job Summary:
The Health and Safety Engineer is responsible for coordinating and supporting the integration of specialized health and safety requirements into the planning, permitting, design, and construction phases of Bechtel projects. The role involves interpreting specialized requirements, evaluating and applying relevant scientific principles, and developing scopes of work, plans, and methodologies to achieve defined project objectives. The position also provides technical guidance and support to other Safety Services Specialists and Engineers and may be assigned to serve as a Safety Lead or Safety Coordinator/Inspector.
This position receives technical and administrative supervision from the Manager of Safety Services, Safety Services Manager, Principal Safety Specialist/Engineer, or the designated supervisory Senior Safety Specialist/Engineer. When assigned full-time to a project, the position receives supervision and work direction from the Project Safety Services Supervisor or Project ES&H Manager.
Major Responsibilities:
- Maintain effective contact with government regulatory and resource agencies to stay updated on regulations, technical requirements, standards, and program initiatives.
- Engage with professional colleagues, industry organizations, and government bodies to remain informed of developments in environmental, health, and safety disciplines.
- Support the technical and administrative execution of the ESH program, including environmental plans, procedures, training programs, and related requirements.
- Provide environmental input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other functions to integrate requirements and mitigation measures into project execution.
- Interpret environmental requirements and incorporate them into proposals, planning documents, risk assessments, permitting activities, and program execution.
- Research environmental issues and regulatory requirements, conduct studies and assessments, and prepare related documentation, reports, summaries, and presentations.
- Support environmental permitting, audits, inspections, monitoring, sampling, and reviews related to site conditions, natural resources, cultural resources, and community considerations.
- Evaluate compliance with contractual, regulatory, project, and Bechtel requirements, and recommend mitigation or corrective actions to address identified risks.
- Coordinate communication with customers, team members, subcontractors, permitting agencies, and other stakeholders to support issue resolution and effective engagement.
- Develop and deliver communication and training materials, support emergency preparedness and incident investigations, and assist ESH team members across safety, health, and environmental disciplines.
Education and Experience Requirements:
- Requires a Bachelor’s degree (or international equivalent) related to environmental sciences, field biology, or natural resources and 8-10 years of relevant experience or 12-14 years of relevant work experience.
Required Knowledge and Skills:
- Possesses specialized knowledge in safety disciplines such as personal protective equipment, lockout/tagout, fall protection, excavation, People Based Safety, and related engineering fields including civil, process safety, and mechanical disciplines.
- Demonstrates knowledge of safety management systems, monitoring programs, principles, methodologies, and applicable safety and health laws, regulations, permitting processes, and agency responsibilities.
- Understands engineering, construction, and subcontract work processes and applies this knowledge to support safe and compliant project execution.
- Plans and coordinates work requiring independent judgment and experience in applying standard and specialized safety techniques, including the development of safety procedures and plans to reduce identified hazards.
- Prepares safety reports, reviews reports prepared by others, and supports safety compliance inspections and assessments during construction activities.
- Analyses problems of diverse scope by evaluating identifiable factors and demonstrates sound judgment in selecting appropriate methods and techniques to develop effective solutions.
- Communicates effectively in oral and written form, uses relevant computer applications, and maintains professional networks with senior internal and external personnel within the area of expertise.
