Job Summary:
Act as Security Point of Contact (POC) at the Bechtel NS&E Knoxville Execution Center (KEC). Assist with Bechtel NS&E Security programmatic requirement areas including but not limited to badge issuance, badge recovery, badge reconciliation, investigation efforts, security reporting, training, awareness activities, security assessments, and act as liaison with KEC office and facilities management.
Additional duties will include supporting information protection responsibilities for multiple NS&E projects/programs working at the KEC. These duties will consist of helping to identify, mark, control and protect all Bechtel, customer, and U.S. Government information in accordance with project and U.S. government requirements and regulations. The KEC Security POC will also work closely with the Bechtel NS&E Facility Security Officer (FSO) and Alternate FSO assisting with Knoxville and regional security duties related to the day-to-day area security operations, which will include supporting HR, Ethics & Compliance and other investigations as needed.
Major Responsibilities:
- Manage citizenship verification of organization employees to facilitate individuals obtaining and maintaining facility badging credentials to perform their required job functions
- Interface with KEC management/staff, regarding security related interests (e.g., badge approvals, policy issues, lost/stolen badges, foreign visitors).
- Coordinate, track, process, and oversee employee and visitor badging paperwork.
- Maintain employee and visitor related badging databases and folders.
- Develop and manage the KEC office security training programs.
- Conduct OPSEC reviews and inspections of the KEC office and provide feedback to KEC office and facilities management.
- Serve as KEC subject matter expert as it relates to U.S. Government information protection requirements related to Department of Defense, Department of Energy, Nuclear Regulatory Commission, and other related information protection requirements associated with NS&E projects and programs (i.e. CFRs, etc.).
- Develop, manage, and maintain information protection procedures as it relates to the KEC.
- Assists with office services functions such as office moves and facility operations as needed.
- Perform other Duties as assigned.
Education and Experience Requirements:
- Level 1: Requires bachelor's degree (or international equivalent) and 5 - 8 years of relevant experience or 9 -12 years of relevant work experience.
- Level 2: Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12 - 14 years of relevant work experience.
- U.S. Citizenship required; dual citizenship not allowed.
Required Knowledge and Skills:
- Working knowledge of U.S. Government information protection requirements related to Department of Defense, Department of Energy, Nuclear Regulatory Commission, and other related information protection requirements associated with NS&E projects and programs (i.e. CFRs, etc.).
- Candidate must be able to obtain a Secret clearance within 180 days after start and maintain it to government requirements.
- Experience in the use of computer software products (including Microsoft Word, Excel, Access and PowerPoint).
- Experienced in handling personal and confidential information and show a strong orientation for customer service and organization.
- Strong understanding of U.S. Government national security and suitability requirements.
- Ability to instruct others in security procedures, requirements, protocols, and operations.
- Ability to obtain/maintain pre-employment medical clearance.
- Ability to act responsibly, professionally, and use good judgment under pressure required.
- Ability to multitask in deadline driven environment.
- Excellent interpersonal and staff management skills.
- Strong communication skills in both verbal and written.
- Proficient in Microsoft Office (MS word, Excel, PowerPoint).
Prefrerred Qualifications:
- Active DOD security clearance.
- Demonstrated skills related to information protection from the DoD, DOE, and other U.S. Government agencies.
- Working knowledge of policies, procedures and requirements affecting DOD and DOE government security requirements, Operational Security (OPSEC), and Export Control Information (ECI).
- Experience with risk management, quality dashboards, and metric reporting systems.
- Experience and demonstrated skill in conducting research, investigations, and assessments.
- Good written and oral communication skills.
- Solid reasoning skills and the ability to work in a team environment.
- Able to utilize a variety of computer programs.
- Background in Security, Law Enforcement, or Military.
- Experience in the development of procedures.
- Possess strong organizational skills, attention to detail, and customer service.
- Demonstrated ability to work with people of varied backgrounds and objectives.
- Flexibility to respond to urgent project requests and/or changing priorities.
- Experience with Contract Security related industry.
