Project Overview:

Bechtel is anticipating a further project award for a new motorway in Serbia. The project alignment traverses challenging mountainous regions and valleys, where managing interfaces with existing local infrastructure will be critical. Bechtel would perform the role of EPC contractor in a joint venture with a strategic partner. The first phase of the project will involve early technical work and route design in preparation for full mobilization.

Job Summary:

Design Liaison Manager leads the coordination and interface between the Client, government authorities, design consultants, and project delivery teams for the Novi Pazar Motorway Project.

 

Working within the Project Management Organization (PMO) and joint venture structure, the Design Liaison Manager will ensure effective communication, alignment, and timely resolution of design-related matters across all stakeholders. The role focuses on facilitating design reviews, managing stakeholder inputs, tracking progress, and ensuring that design deliverables meet project requirements for quality, schedule, and constructability.

 

This position acts as a key interface between the Employer, design entities, contractors, and internal teams, providing technical coordination and ensuring that design delivery objectives are achieved efficiently and consistently.

Major Responsibilities:

  • Serve as the primary liaison between the Client, government authorities, design consultants, joint venture partners, and contractors, ensuring alignment of design expectations and deliverables.
  • Coordinate design submission, review, and approval processes, including organizing and chairing review meetings with the Employer and stakeholders.
  • Monitor and report design progress, key risks, and critical issues, providing regular updates to the Design Manager and project leadership.
  • Consolidate and manage design review comments from multiple stakeholders, including construction and field engineering teams, and ensure timely resolution with responsible design entities.
  • Establishes/manages precast modular construction engineering, maintains ownership, and ensures execution within approved budgets.
  • Coordinate closely with project controls teams to ensure alignment of design deliverables with the overall project schedule.
  • Review and monitor design changes, deviations, and technical issues, supporting their evaluation, documentation, and resolution in line with project requirements.
  • Support assessment of design quality and performance of third-party design consultants, ensuring compliance with project requirements and standards.
  • Facilitate constructability input and coordination between design and construction teams to ensure practical and efficient design solutions.
  • Promote continuous improvement, knowledge sharing, and lessons learned across design and stakeholder interfaces.
  • Support selection and coordination of specialist vendors and design entities, ensuring alignment with project needs and delivery objectives.

Education and Experience Requirements:

  • Requires a bachelor's degree (or international equivalent) and 10-13  years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Professional Engineering (PE) or equivalent certification preferred.
  • Experience in large-scale motorway or infrastructure projects, preferably within joint venture environments.
  • Proven experience in design coordination, liaison, and stakeholder management with Client and external design consultants.
  • Strong understanding of highway design, construction practices, and applicable codes and standards.
  • Ability to manage complex interfaces and maintain effective communication across multiple stakeholders.
  • Strong analytical, coordination, and problem-solving skills with attention to detail.
  • Excellent communication and interpersonal skills, including stakeholder engagement and negotiation.
  • Ability to work effectively in a multidisciplinary and multicultural environment.
