Project Overview:

Louisiana LNG is located approximately 11 miles southwest of Lake Charles, Louisiana. The project includes a mid-scale, mixed-refrigerant Liquefied Natural Gas (LNG) production and export facility on the west side of the Calcasieu River. There are five identical process plants. Each process plant consists of one gas pre-treatment unit, one condensate stabilization unit, and four Chart heavy hydrocarbon (HHC) removal and liquefaction groups. The facility will include associated utilities, refrigerant storage, three 235,000m3 full-containment LNG storage tanks, and three marine berths.

Job Summary:

In this role, you will be responsible for estimating, analysis and control activities for projects with significant non-routine requirements or for cost activities which require a high degree of technical and communication skills. You will prepare cost studies, develop and review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.#LI-ML1

Major Responsibilities:

  • Responsible for performing routine cost estimating, analysis, and control activities as part of the wider cost team on-site.
  • Develops and implements cost monitoring and control standards, techniques, Bechtel systems, and reports for specific construction discipline or group of disciplines.
  • Assists with budget allocation and reporting/cost control for specific construction discipline or group of disciplines.
  • Prepares cost data for proposals or contracts.
  • Identifies, develops and supports the cost trend program, including coordinating with stakeholders to validate scope, quantify impacts, and proactively communicate commercial risks and cost impacts to management.
  • Interfaces with designated Bechtel management and client counterparts for cost reviews and presentations.
  • Coordinates, develops and maintains strong cost records and budget control for the specific construction discipline. Verifies consistency with previous reports to ensure compatibility and consistency that supports management decision-making.
  • Collects, validates, and classifies cost data.
  • Assists in preparation of the Project Financial Status Report (PFSR)
  • Prepares cost studies using historical data, analysis, and cost and quantity comparisons, drawing conclusions and providing recommendations to management.
  • Leads cross-functional coordination with Construction, Engineering, Supply Chain, Home Office and Site Project Controls teams to proactively drive actions to closure, and ensure accurate cost reporting that supports overall project commercial position.
  • Participates in developing and presenting training classes on designated subjects and provides on-the-job training for specific processes and practices to junior cost engineers.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10  years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

  • Demonstrated understanding of cost engineering functions, including cost estimating, project setup, control, analysis, forecasting, and trend program coordination
  • Intermediate level of knowledge of engineering, procurement, contracts, and construction (EPC) customarily acquired over time through specialized training or practical experience
  • Demonstrated experience in Ecosys, Hyperion, and Microsoft Office software applications (Excel, PowerPoint, Word)
  • Demonstrated experience in Power BI
  • Excellent written and oral communication skills, including ability to present complex cost analysis to management
  • Demonstrated skill in identifying, analyzing, problem solving, and enabling decision-making
  • Demonstrated good judgment in selecting methods and techniques for achieving solutions
