Job Summary:

At Bechtel, our people are central to delivering some of the world’s most complex projects and the Human Resources function plays a critical role in shaping the employee experience and enabling Bechtel's future. We are seeking an experienced HR leader to lead People Operations across Europe and help shape a consistent, compliant and high-quality employee experience.

The Regional HR Manager leads the delivery of People Operations services across an assigned region, translating global HR policy, process, and program direction into consistent, compliant, and responsive day-to-day execution for the projects, offices, and functions within that region.

The position manages a regional HR operations team and serves as the primary operational escalation point for Strategic HR Business Partners, Regional HRBPs, Project HR, and line leadership. It carries accountability for service quality and cycle time across the employee life cycle, for the accuracy and integrity of HR master data in the region, and for the regional application of local employment law, works council or statutory requirements, and Bechtel policy.

Time spent collaborating with your teammates and stakeholders in-office will be a regular part of how you work. We’re currently considering applicants within commuting distance of London. You’ll be expected to work more days in-office than remote, but will have the freedom to coordinate your specific in-office schedule with your team.

Major Responsibilities:

• Lead People Operations delivery across assigned European locations, setting regional priorities, service standards, and team workloads to ensure accurate, timely, policy-aligned employee lifecycle support.
• Act as the senior operational link among regional projects, offices, functions, and the wider HR organization—including Strategic HR Business Partners, Regional HRBPs, Project HR, and Communities of Expertise—to communicate needs and implement solutions.
• Resolve complex and escalated regional HR issues, applying judgment to precedent-setting cases and involving Employee Relations, Legal, Compensation, Mobility, or Payroll as needed.
• Advise regional leaders, project management, and employees on HR policies, programs, procedures, and assignment conditions, ensuring internal equity and enterprise-wide consistency.
• Ensure compliance with local employment laws, statutory reporting, data privacy, immigration, and works council, union, or collective agreement obligations; partner with Legal and Policy and Compliance to localize global processes without fragmenting the operating model.
• Maintain accurate regional organization, position, and employee master data in Employee Central, SAP, TalentWorks, and SmartStaff for reliable reporting and decision-making.
• Analyze regional HR operating data and trends, address data-quality issues, and drive improvements in service delivery, compliance, workforce planning, and cost.
• Oversee regional execution of annual HR programs—including performance management, compensation planning, benefits enrollment, and employee surveys—in coordination with Communities of Expertise.
• Develop and deliver change-management and communication plans for major HR policy, procedure, system, and process rollouts, and monitor adoption.
• Manage and develop the regional HR operations team, covering hiring, objectives, performance, development, succession, career planning, and team size and structure based on forecast demand.
• Partner cross-functionally on new-country set-ups, ensuring timely HR deliverables and supporting HR colleagues through implementation.
• Manage regional People Operations budget and headcount within approved limits, while contributing to continuous improvement and cross-region initiatives that increase global consistency and efficiency.

Education and Experience Requirements:

• Bachelor's degree or international equivalent in Human Resources or a related field and 13 to 15 years of relevant HR experience with demonstrated increasing responsibility over time, or 17 to 19 years of relevant work experience in lieu of a degree.
• Master's degree in Human Resources or a related field is desirable.
• Minimum of five years of recent supervisory experience; experience leading a team across more than one country or location within the region is preferred.
• Multi-discipline HR experience required, spanning at least three of employee relations, compensation and benefits, talent acquisition, mobility, HR systems and data, and learning.
• Demonstrated experience applying employment legislation and statutory requirements in the countries covered by the region, including any works council, union, or collective agreement environments.
• Experience supporting project-based HR operations on medium or large-scale projects is preferred; prior Bechtel project or international office experience is an advantage.
• Experience developing communication and change management plans supporting the rollout of HR policies, procedures, systems, or process changes.
• SPHR, SHRM-SCP, CIPD, or comparable regional HR professional certification is desirable.

Required Knowledge and Skills:

• Proven HR generalist across a broad range of HR disciplines, work processes, policies, systems, and tools, with a thorough understanding of local labour laws and practices..
• Strong HR master data and systems knowledge within Employee Central, SAP, TalentWorks, ServiceNow, or comparable global HR platforms, including the reporting built on them.
• Working knowledge of international HR areas, including expatriate assignments and relocation, immigration, compensation, payroll, and expatriate tax.
• Business and commercial acumen, with proven results in influencing and advising managers and leaders at all levels, including both virtual and local stakeholders.
• Exceptional communication, interpersonal, and collaboration skills, with the ability to build trusted relationships across functions, projects, cultures, and time zones.
• Demonstrated people leadership capability, including coaching, delegation, performance management, and developing successors within the team.
• Strong Microsoft Office skills, including Word, Excel, Power BI, Teams, and Outlook, with the ability to turn operating data into a clear management view.
• Strategic mindset in a service function, with demonstrated ability to work effectively in a high-volume, transaction-oriented environment while holding a high standard of confidentiality, discretion, and judgment.
