Project Overview:

Bechtel and Westinghouse Electric Company have partnered to deliver the first AP1000 nuclear power reactors in Poland for our customer, the Polish Entity Polskie Elektrownie Jadrowe (PEJ). Bechtel will be the Engineering, Procurement, and Construction (EPC) contractor for the project. As the EPC, our responsibilities will include providing the design for the Turbine Island and Balance of Plant as well as the construction of the entire facility.

This is a one-of-a-kind opportunity, and we are looking for the talent that will help expand Poland’s nuclear base and build a strong and long-lasting energy future for generations to come.

This position is subject to U.S. Department of Energy (DOE) regulations at 10 CFR Part 810 (Part 810), which govern the transfer of hardware, materials, and technology to support the construction and operation of commercial nuclear power plants overseas.

Job Summary:

The Lead EHS Advisor for Balance of Plant is the senior EHS authority for the BOP scope, accountable for EHS delivery across the turbine island, water systems, switchyard, tanks, underground services and associated site infrastructure. The role leads the EHS advisors assigned to those areas, sets the technical direction for how the scope's hazards are

controlled, and works alongside the BOP construction management as the EHS voice in their planning. It is a field-based leadership position: the day is spent in the working areas, and the role is expected to hold the standard personally as well as through the team it leads.

Major Responsibilities:

    • Accountable for EHS performance across the BOP scope, setting field standards and intervening where expectations are not met.
    • Leads and develops EHS advisors and officers, allocating coverage based on area, shift and risk, setting priorities, coaching in the field, and assessing competency.
    • Exercises stop-work authority and ensures team interventions are consistently supported.
    • Partners with BOP construction management in daily planning, look-aheads, pre-job briefings and shift turnovers to integrate EHS requirements before work starts.
    • Provides senior EHS guidance on key BOP hazards, including heavy and tandem lifting, deep excavations, marine works, energized systems, confined spaces, pressure testing, hot work, work at height and structural steel activities.
    • Reviews and challenges risk assessments, method statements, lift plans, temporary works, permits and isolation schemes, and verifies field compliance with approved controls.
    • Manages EHS risks arising from simultaneous operations, overlapping crane activities, underground services, traffic and pedestrian interfaces, and boundaries with nuclear island construction.
    • Directs inspections, audits and observations, ensures findings are closed, and uses trends to focus resources on the highest-risk activities.

    Subcontractor & Workforce Management

    • Holds subcontractors accountable for contractual EHS requirements, reviews EHS arrangements before mobilization, verifies implementation and escalates significant or repeated non-compliance.
    • Assesses subcontractor EHS supervision and requires reinforcement or replacement where capability is insufficient.
    • Leads incident response and investigation, ensuring scene control, care for injured personnel, evidence preservation, root-cause analysis and effective corrective actions.
    • Drives workforce engagement through toolbox talks, stand-downs, safety committees, recognition and regular field presence.
    • Ensures environmental controls and permit requirements are implemented across BOP activities, including dewatering, marine protection, erosion control, dust, noise, waste and hazardous-material containment.
    • Reports BOP EHS performance to Site EHS and construction leadership and represents the scope during customer, regulatory and corporate reviews and walkdowns.

Education and Experience Requirements:

  • Bachelor’s degree (or equivalent) in EHS, environmental, safety, or a related science discipline.
  • 10+ years of EHS experience, primarily site-based on major construction projects.
  • Previous experience leading or supervising EHS teams.
  • Experience in Balance of Plant, conventional power, heavy industrial, or process plant construction.
  • Practical exposure to areas such as turbine installation, mechanical and piping works, water systems, tankage, or high-voltage electrical works.
  • Nuclear project experience is an advantage but not required.
  • Relevant professional certification and additional construction EHS experience may be considered in lieu of a degree.

Required Knowledge and Skills:

  • Strong knowledge of heavy lifting and rigging, including crane configuration, critical/tandem lifts, ground loading and lift plan review.
  • Strong knowledge of mechanical and piping construction hazards, including confined spaces, pressure testing, energy isolation/LOTO, hot work, scaffolding and access.
  • Working knowledge of high-voltage electrical safety, switchyard construction, energization and commissioning.
  • Knowledge of civil and marine construction hazards, including excavation, dewatering, near-shore/over-water works and temporary works.
  • Recognized EHS professional certification, such as NEBOSH, CSP, IOSH Chartered Membership, or equivalent.
  • Working knowledge of ISO 45001 and ISO 14001, environmental permitting and major construction reporting requirements.
  • Familiarity with Polish HSE legislation and EU directives, or proven ability to work effectively within new regulatory frameworks.
  • Proven experience leading and developing field EHS teams and maintaining consistent standards across subcontractors, areas and shifts.
  • Strong field presence and ability to challenge unsafe work, exercise stop-work authority and influence construction teams effectively.
  • Strong written and spoken English; Polish is an advantage.
  • Demonstrated ability to coach, mentor and develop EHS professionals.
  • Proficiency in MS Office and EHS incident/data management systems.
