Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure GlobalBusiness Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Partnering with Bechtel means lower cost, shorter delivery schedules, and greater certainty of outcomes for our customers. 

Job Summary:

The Workforce Development Support Coordinator is responsible for coordinating, planning, and scheduling craft training and competency programs as well as supporting continuous improvement of workforce development administrative processes and scheduling systems supporting the Port Arthur LNG Project. This role will report to the Project Workforce Development Manager as part of the PALNG Workforce Services team. This position partners with Construction, Environmental Safety & Health (ES&H), Workforce Services and Project Leadership to ensure personnel receive required training, competency verification, and development opportunities that support safe and efficient project execution. Must be willing to work a flexible schedule if required, including, but not limited to nightshift, split shift, or day shift. #LI-TH1 

Major Responsibilities:

  • Provides administrative support for Workforce Development initiatives and performs other related duties as assigned to support project workforce development objectives.
  • Supports implementation of project training programs consistent with overall Gulf Coast initiatives.
  • Coordinates and monitors classes and facilities in line with project and functional expectations.
  • Presents auxiliary information during designated classes such as IR information, Talk Saves Lives mental health program, and Parking/Bussing information to project personnel of all levels, including Professional Staff, Craft, Subcontractors, Vendors, Clients, and Visitors.
  • Prepares, organizes, and distributes training materials, communications, and attendance documentation.
  • Monitors craft training request system and schedules individuals for classes in line with project standards and publishes training calendars.
  • Verifies class attendance and ensures training documentation is complete and accurate prior to processing.
  • Maintains electronic training records by entering data into project databases and scanning and filing documentation in accordance with established naming conventions and project record retention requirements.
  • Assists in reviewing training materials, administrative processes, records, and workforce development programs to improve efficiency, compliance, and alignment with project expectations and industry standards such as NCCER and Craft Assessment Program guidelines.
  • Escalates identified training needs and scheduling concerns to the Project Workforce Development Manager for consideration of additional program development or project support.
  • Builds effective working relationships with project personnel to coordinate training schedules and identify and forecast training needs.
  • Obtains and maintains any required credentials needed to deliver the auxiliary information for training programs (e.g. Talk Saves Lives).
  • Compiles recurring training reports and workforce development metrics.
  • Assists with compliance reporting and audit preparation.
  • Maintains inventories of training materials, manuals, and classroom supplies.
  • Sends training notifications, schedule confirmations, and scheduling updates to project personnel.

Education and Experience Requirements:

  • Requires 1-2 years of relevant experience.
  • Large construction site experience is required.
  • The right to work and remain in the United States.

Required Knowledge and Skills:

  • Strong organizational and prioritization skills, with the ability to balance daily administrative tasks, training requests, records, and deadlines.
  • Effective interpersonal skills.
  • Ability to organize, track, and follow up on multiple requests, deadlines, and documentation requirements.
  • Ability to identify missing, incomplete, or inconsistent training documentation and take appropriate follow-up action.
  • Proficiency with Microsoft Office Suite programs including Word, Excel, Outlook, PowerPoint, Teams, and SharePoint.
  • Ability to adapt to changing project conditions, workforce needs, and training demands.
  • Strong data entry skills with a high level of accuracy and attention to detail.
  • Able to work independently and collaboratively with project departments and client representatives.
  • Ability to handle confidential or sensitive employee training information appropriately.
