Job Summary:
Prepares services estimates for specific project and proposal activities. Provides estimating assistance to projects, develops conceptual estimates, and performs cost analysis. Is responsible for assisting in the development of service estimates, developing, and updating historical databases in compliance with department procedures.
This is a full-time remote role with travel to support projects and proposal efforts as needed. #LI-EH1
Major Responsibilities:
The following duties are performed with respect to Estimate Execution, the process of preparing an estimate of services cost elements for a project or proposal effort as defined by an agreed-upon scope that will be used to make key management decisions:
- Prepares professional staff cost estimates, developing the basis for field and home office professional staffing, payroll taxes and insurance, and other services related costs.
- Prepares services and other direct cost estimates.
- Works with other disciplines and functions to collect all necessary data on scope and quantities to prepare an accurate estimate for services related areas. Performs analysis on functional input.
- Participates in establishing pricing structures to be applied to services for estimates. Prepares an estimate that is in line with market trends and pricing.
- Manages variations and changes to base estimate and ensures that implications of changes are evaluated before finalizing the solution.
- Supports bid evaluation of cost and schedule criteria and the preparation of services related bid evaluations. May participate in discussions with services related vendors.
- Supports the preparation of the services estimate’s review package for the estimate team.
- Prepares proposal cash flow models and working capital analysis models.
- Allocates indirect costs and fee to owner pay items when required.
- Performs escalation calculations for services estimates for complex projects and proposals.
The following duties are performed with respect to Foundation Development, the process of establishing and maintaining technical capabilities for personnel, cost databases and tools:
- Maintains sections of the estimating database(s) summarizing, and updating, databases for services estimates and historical cost data.
- Supports development of services estimating standards and procedures.
- Generates and retrieves reports in the appropriate software application, understands and summarizes the data in the required presentation for management reviews.
The following duties are performed with respect to Project/Site Management Support, the process of providing support services to projects/sites in the form of external cost analysis and estimate reviews in addition to estimate-to-budget conversions:
- Prepares cost studies utilizing historical data, statistical analysis and cost and quantity comparisons. Innovates new techniques as required to meet specific needs.
- Assists projects in identifying services scope deviations.
- Analyzes cost/price data from suppliers/subcontractors and direct work with the ability to generate comparative data (historical costs and other metrics) as part of the cost/price analysis.
- Participates in and contributes to Value Engineering studies
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
Required Knowledge and Skills:
- Must be able to complete and pass a pre-employment drug screen and background check including verification of employment and education
- Must be a US citizen per contract support requirements.
- Proficiency in Microsoft software applications (Word, Excel, PowerPoint).
- Technical and practical comprehension of engineering, procurement and construction methods and techniques.
- In-depth knowledge of the applicable work processes and systems.
- Skilled in oral and written communication with demonstrated ability to present information to peers and management.
- Knowledge/understanding of project schedules and an ability to predict/extrapolate cost curves.
- Demonstrated ability to work with people of varied backgrounds and objectives.
Preferred Knowledge and Skills
- Bechtel EPC/EPCM/EVMS site construction experience on major projects.
- Proficiency in estimating applications used for services estimates.
- Comfort and experience working with large complex data sets.
