Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits. The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo.

The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

In this role, you will manage the planning, design review, coordination, integration, and stakeholder management of mobility-related infrastructure packages including roads, highways, junctions, streetscapes, parking facilities, Park & Ride infrastructure, pedestrian networks, cycling infrastructure, transport-related utilities interfaces, and supporting civil works. You will coordinate with multiple consultants and stakeholders to ensure that infrastructure designs are integrated, constructible, compliant with project requirements, and aligned with programme objectives.

Your technical guidance and recommendations will ensure infrastructure designs meet project requirements and remain within scope, schedule, and budget.

Major Responsibilities:

  • Reports to the Engineering Manager – Mobility & Civil Infrastructure.
  • Responsible for the day-to-day management of mobility infrastructure design packages.
  • Managing multidisciplinary consultants responsible for roads, highways, parking facilities, transport infrastructure, pedestrian environments, cycling facilities, and supporting civil works.
  • Coordinating infrastructure design activities with planning, architecture, landscape, utilities, structures, operations, logistics, security, and adjacent development packages.
  • Leading technical reviews and consultant comment resolution.
  • Monitoring consultant performance against approved scope, programme, and deliverables.
  • Reviewing design submissions for compliance with project requirements and applicable standards.
  • Managing infrastructure-related interfaces between horizontal and vertical development packages.
  • Supporting constructability reviews, phasing reviews, staging assessments, and traffic management considerations.
  • Identifying design risks, technical issues, programme constraints, and interface conflicts.
  • Managing infrastructure-related design changes and ensuring impacts are assessed and appropriately coordinated.
  • Supporting stakeholder engagement with authorities, operators, utility agencies, and project teams.
  • Tracking actions, deliverables, approvals, and review comments through to closure.
  • Preparing technical reports, presentations, and recommendations for management review.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent) in Civil Engineering, Transportation Engineering, or related discipline.
  • 15+ years transportation or civil infrastructure experience.
  • 7+ years in a design management, engineering management, or lead engineering role.

Required Knowledge and Skills:

  • Major programme experience involving highways, roads, transport infrastructure, airports, metro systems, Expo projects, or similar megaproject developments.
  • Experience managing multidisciplinary design consultants.
  • Strong understanding of infrastructure coordination and interface management.
  • Strong stakeholder and authority management skills.
