Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

In this role, you will lead a team of design managers directly reporting to you and multiple consultants appointed by the Client. You will be responsible for coordinating the planning, design, review, integration and stakeholder management of mobility and transportation packages including traffic impact studies, mobility systems, roads and highways, public transport operations, pedestrian and crowd movement systems and supporting civil infrastructure. Your technical guidance and recommendations will ensure engineering aspects meet project requirements and remain within scope and budget.

Major Responsibilities:

  • Reports to the Engineering Director and interfaces with the Project Manager and Client technical leadership.
  • Responsible for developing engineering capabilities, implementing project delivery standards, overseeing technical governance, and ensuring alignment with best engineering practices and local regulatory requirements.
  • Responsible for complex engineering assignments within the overall project.
  • Possessing full technical responsibility for interpreting, organizing, executing, and coordinating assignments.
  • Reviewing major changes or deviations in project scope, project material quantities, budget or schedule, and assists particularly with defining the change, obtaining accurate estimates of the work involved, and recommending budget adjustment.
  • Coordinating engineering efforts with Project Manager, Procurement, Construction, Startup, Environmental Safety and Health (ES&H) and Project Controls.
  • Managing several multidisciplinary consultants concurrently. Oversee design quality and compliance. Lead design reviews and comments close-out. Manage mobility-related interfaces across disciplines.
  • Acting as the single point of contact for issues under responsibility with the designers, the Client, operators and authorities.
  • Leading design workshops and stage-gate reviews. Manage design risks and changes.
  • Controlling scope, schedule and resources. Tracking actions, deliverables and approvals.
  • Presenting technical recommendations to management and supporting client decision-making processes.

Education and Experience Requirements:

  • Requires bachelor's or master's degree (or international equivalent).
  • 20+ years transportation/civil infrastructure experience.
  • 10+ years in a leadership / manager role.
  • Major programme experience (rail, metro, airports, Expo, megaprojects).
  • Experience managing multi-disciplinary design consultants.
  • Strong stakeholder and authority management skills.
