Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary:

In this role, you will manage the integration of operational requirements across the planning, design, construction, testing, commissioning, and operational readiness phases of the programme.

Acting as the primary PMC focal point for operations, you will ensure that operator requirements, event operations, mobility operations, logistics, security, maintenance, customer experience, and venue operations are effectively captured, coordinated, and incorporated into project delivery.

You will manage operational interfaces between consultants, contractors, operators, authorities, venue teams, and project stakeholders, ensuring that infrastructure, systems, and facilities are developed in a manner that supports safe, efficient, and effective event-time and legacy operations.

Drawing upon major-event and mega-project experience, you will support the transition from design and construction into testing, commissioning, readiness, and operational delivery, ensuring that operational risks, dependencies, and stakeholder requirements are proactively identified and managed throughout the project lifecycle.

Major Responsibilities:

  • Reports to the Engineering Manager/Technical Delivery Manager.
  • Acts as the PMC lead for operational integration and operational readiness activities.
  • Serves as the primary interface between project delivery teams and future operators, users, authorities, and operational stakeholders.
  • Develops and maintains operational requirements, assumptions, constraints, and operational interface registers.
  • Ensures operational requirements are incorporated into planning, design, procurement, construction, testing, commissioning, and handover activities.
  • Coordinates operational interfaces across mobility, transport, logistics, security, venues, facilities management, maintenance, workforce, customer experience, and event operations.
  • Reviews design submissions and technical deliverables to confirm operational requirements have been adequately incorporated.
  • Leads operational readiness workshops, operational reviews, and stakeholder coordination meetings.
  • Coordinates the development and review of Concepts of Operations (ConOps), Operational Plans, Readiness Plans, Transition Plans, and Handover Strategies.
  • Supports the development of event-time and legacy operating models.
  • Identifies operational risks, operational dependencies, and readiness gaps and develops mitigation strategies.
  • Coordinates testing, commissioning, trial operations, rehearsals, and readiness activities with project stakeholders.
  • Supports the integration of mobility operations including public transport, buses, fleets, depots, traffic management, pedestrian movement, crowd management, and transport control functions.
  • Coordinates with security, emergency management, logistics, venue operations, and government agencies to ensure operational alignment.
  • Supports authority engagement and reviews associated with operational approvals and readiness requirements.
  • Provides regular reporting on operational readiness, interface status, risks, issues, and mitigation actions.
  • Supports transition from project delivery into operational deployment and handover.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) in Engineering, Operations Management, Transportation, Event Management, Project Management, or related discipline.
  • 15+ years of experience in major programme delivery, operations planning, operational readiness, venue operations, transportation operations, or related disciplines.
  • Experience delivering major events such as Expo, Olympic Games, FIFA World Cup, Asian Games, large-scale sporting events, airports, theme parks, or comparable mega-events.
  • Demonstrated experience developing and coordinating operational requirements across multidisciplinary projects.
  • Experience managing interfaces between operators, designers, contractors, authorities, and project stakeholders.
  • Experience supporting testing, commissioning, trial operations, readiness, transition, and handover activities.
  • Strong understanding of event operations, transport operations, crowd management, logistics, security coordination, and operational governance.
  • Strong stakeholder management, facilitation, and communication skills.
  • Ability to operate effectively in complex multi-organizational environments.
