Project Overview:
The World Expo 2030 Riyadh Masterplan envisions a breathtaking green, futuristic and sustainable Expo Site that not only harmonizes with Saudi Arabia’s nature, heritage and culture, but will also be enjoyed by Expo visitors and be enjoyed by generations long after the event has ended.
The Kingdom of Saudi Arabia stands at a pivotal moment, not just in the evolution of the nation but in its contribution to the global community. The nation is at the forefront of transformative economic and social initiatives, with large-scale projects that promise to reshape industries and enrich communities. Among these, the hosting of the upcoming World Expo Riyadh 2030 will bring together the best of innovation, culture, and technology under the theme of “Foresight for Tomorrow", while celebrating the achievements of Vision 2030.

By hosting the World Expo, Saudi Arabia aims to offer a global platform for discussing future challenges and exploring potential solutions, reinforcing its commitment to international cooperation and dialogue. The 2 million square-meter site that will host this landmark global event is located north of Riyadh and benefits from a prime location, at the crossroad between major projects.
Bechtel will provide a full range of project management services to assist with the delivery of this iconic project.
Job Summary:
The Package Manager – Utilities, is responsible for the successful planning, execution and delivery of site wide infrastructure This will include earthworks, underground utilities (potable water, electricity, storm water, district cooling, sewerage, etc.), utility buildings, pump/lift stations and other structures associated with the utilities, site entrances and connection to expressways, construction of both permanent and temporary access roads and other associated scopes of work as required. Additionally the role will develop into also delivering Public Realm works which will include hard and soft landscaping, street furniture, wayfinding, signage and lighting.
Reporting to the Delivery Director, The Package Manager will work closely with the other Package Managers, Construction Managers, and other internal and external stakeholders to ensure timely and cost-effective delivery of these critical elements.
Major Responsibilities:
- Assist in the preparation of procurement strategies packages of work.
- Develop scopes of work that support procurement strategies.
- Assist in technical evaluation of Contractors during the tendering process as required.
- Develop and maintain a detailed plan for the delivery of all site preparation packages required to support the project.
- Oversee the Construction of all works packages, ensuring adherence to the project schedule and budget.
- Monitor site activities and ensure compliance with all safety, quality and environmental requirements.
- Liaise with internal and external stakeholders as required to deliver the works.
- Managing the team, subcontractors and third parties to ensure the delivery of the works to meet the schedule and handover to the successor activities to meet the overall program objectives.
- Manage all aspects of the project scope from design constructability, design interfaces and execution of the work.
- Ensure that the plans and procedures are in place for all engineering, procurement, construction activities and ensures their compliance including strict adherence to local and national regulatory codes, ES&H and quality requirements.
- Arrange for the overall execution of works, meeting compliance requirements, contractual and customer requirements.
- Champion the creation of a positive project work environment, assist by demonstrating and applying leadership techniques on the project, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
- Communicate with staff, supervisors, and other parties involved in the project to discuss plans, goals and how to achieve them
- Supervise, mentor and support the development of direct reports.
- Must be able to demonstrate good communication and interpersonal skills, be able to foster and maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project lifecycle.
Education and Experience Requirements:
- A recognized bachelor’s or master’s degree (or equivalent) in civil, mechanical or electrical engineering.
- Minimum 20 years of experience, 7-10 years in a management role with a minimum of 5yrs working as a Project Manager delivering large infrastructure projects within a Contractor, Client and/or PMC organisation.
Required Knowledge and Skills:
- Client and/or PMC experience is required.
- Experience of delivering large urban infrastructure projects or large civil engineering projects and Public Realm works is required.
- Experience of managing a multi-disciplinary delivery team.
- Must be able to demonstrate delivery experience in a fast-paced environment with multiple interfaces.
- Mentor, motivate, manage, and act as a role-model for the team and contractors in terms of behaviors and values and monitor their performance.
- Communicate with staff, supervisors, and other parties involved in the project to discuss plans, goals and how to achieve them.
- Experience in KSA / Middle east / GCC is required.
- Must have good oral and written communication skills in English, Arabic speaking is advantageous.
