Project Overview:

Bechtel has been appointed by the Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of the BART Silicon Valley Program. The Program extends the BART system from Berryessa/North San Jose through downtown San Jose to Santa Clara. The project includes a single-bore tunnel, underground and at-grade stations, and related rail and maintenance facilities.

Job Summary:

Bechtel is seeking a Resident Engineer to lead construction management oversight of rail interface and preparatory works for the BSVII project. Working within the client organization as part of an integrated team, the Resident Engineer will provide safe, coordinated and contract-compliant oversight of enabling works that support subsequent major construction and that interface with public streets, utilities, third parties and live rail operations.

The role requires strong field leadership, interface management and contract administration capability across multiple concurrent work fronts. The successful candidate will coordinate closely with the CP2 Construction Manager, the Project Management Team, safety, quality, environmental, rail operations, utility owners, municipalities and other project stakeholders.#LI-JL1

Major Responsibilities:

• Rail enabling works within a live operational rail environment, including access planning, work windows, permits, protection arrangements, isolation interfaces and coordination with rail operators.
• Coordinate with the BART regional railroad to deconflict issues and advance construction as needed.
• Archaeological investigation, monitoring and testing, including coordination of discoveries and required hold points.
• Contamination investigation, sampling, characterization and coordination of compliant handling and disposal requirements.
• Perimeter fencing, hoarding, gates, access control and associated temporary works.
• Utility investigations, protection, relocations and diversions, including interfaces with utility owners and permitting agencies.
• Street and public-realm works, including curbs and gutters, paving, striping, traffic signal modifications, traffic staging and restoration.
• Jet grouting and associated ground improvement, verification testing and monitoring.
• Instrumentation and Monitoring (I&M) installation works, including access, protection, baseline requirements and coordination with the wider monitoring regime.
• Car park construction, drainage, lighting, access, traffic circulation and associated civil works.
• Act as the client-side Resident Engineer for the assigned scopes and lead Assistant Resident Engineers, Office Engineers, Lead Inspectors, Construction Inspectors and administrative/project personnel.
• Monitor Contractor work for conformance with contract requirements, approved design, technical specifications, schedule, quality requirements, permits and applicable laws and regulations.
• Plan and coordinate oversight coverage across concurrent work fronts, with clear priorities, inspection assignments, escalation routes and reporting expectations.

Major Responsibilities(Contd.):

• Lead technical and constructability reviews for preparatory and rail-interface work packages, with particular focus on staging, temporary works, access, logistics and interfaces with follow-on construction.
• Coordinate interfaces between the Contractor, rail operators, utility owners, municipalities, property stakeholders, designers, environmental specialists and other project contracts.
• Oversee readiness for work in or adjacent to live rail operations, confirming that required approvals, access arrangements, work windows, protection measures and contingency provisions are in place before work proceeds.
• Work with the Construction Safety Manager to implement project safety requirements and to verify that hazards associated with live rail, traffic, utilities, excavation, contaminated materials, ground improvement and public interfaces are effectively addressed.
• Work with the Construction Quality Manager to monitor implementation of inspection and test plans, material approvals, testing, nonconformance control, records and turnover documentation.
• Review work plans, method statements, submittals, requests for information, shop drawings, temporary works proposals and other Contractor documentation relevant to the assigned scopes.
• Identify, manage and escalate design, construction, access and interface issues; drive timely resolution to protect safety, quality, schedule and downstream work.
• Review Contractor schedule updates, look-ahead plans and production progress; assess constraints, interfaces and potential impacts to project milestones.

Major Responsibilities(Contd.1):

• Review Contractor requests for change and support the preparation, evaluation and negotiation of contract changes through the CP2 Construction Manager and Contract Manager.
• Maintain accurate contemporaneous records and ensure timely preparation of daily reports, progress updates, issue logs, risk inputs, correspondence and supporting contract-administration documentation.
• Attend progress, coordination, risk, safety, quality, utility, traffic and rail-interface meetings, and clearly report status, decisions, actions and required escalations.
• Support testing, completion, handover and acceptance of the preparatory and enabling works, including resolution of punch-list items and compilation of required records.
• Promote a collaborative, fair and accountable working environment across the integrated project team.
• Coordinate the timely flow of technical information, reviews, approvals and decisions required to maintain field progress.
• Manage scope interfaces and contribute to project risk identification, mitigation and reporting.
• Comply with the Project Safety, Health, Environmental and security requirements.\
• Support adherence to the approved construction budget and schedule.
• Ensure compliance with project reporting, document control and regulatory requirements.

Education and Experience Requirements:

• Bachelor's or Master's degree, or international equivalent, in engineering, construction management or a related field, with 15+ years of relevant experience; or 19+ years of relevant work experience in lieu of a degree.
• At least fifteen years of construction management experience on large, complex heavy civil or rail infrastructure projects.
• At least ten years of supervisory or leadership experience in the management or oversight of major construction contracts.
• Prior experience as a Resident Engineer, Construction Manager or equivalent senior field leader on a major rail transit or heavy civil project.
• Demonstrated experience with several of the following: live rail interfaces, rail enabling works, utility relocations, street works, traffic staging, ground improvement, I&M installation, environmental or archaeological constraints, and site preparatory works.
• Experience coordinating work with rail operators, utility owners, local authorities, permitting agencies and third-party stakeholders.
• Experience administering construction contracts, evaluating changes, maintaining contemporaneous records and resolving field issues.
• Experience in an owner, client or construction-management oversight organization is strongly preferred.

Required Knowledge and Skills:

• Strong knowledge of construction management, field engineering, inspection, contract administration and interface management principles.
• Working knowledge of safe working requirements in or adjacent to live rail operations, including access control, work windows, protection arrangements and operational coordination.
• Ability to read and interpret contract documents, construction drawings, specifications, schedules, work plans, permits and technical submittals.
• Ability to identify and manage interfaces among civil, utility, rail systems, traffic, environmental, survey and third-party scopes.
• Demonstrated technical writing, data management, verbal communication, presentation and team leadership skills.
• Ability to proactively resolve construction and contract issues while preserving clear decision records and appropriate escalation.
• Strong planning, organization, time management, negotiation and problem-solving skills, with excellent attention to detail.
• Ability to manage multidisciplinary team members and work effectively in a fast-paced, collaborative environment.
• Ability to obtain a valid California Class C driver license within 60 days of starting on the Project.
• Cal/OSHA or OSHA 30-hour training certification at the start of work on the Project.
• Registration as a Professional Engineer in California is desirable. Equivalent professional registrations or chartership may be considered.
• Registration as a Certified Construction Manager is desirable.
