Project Overview:

Bechtel Infrastructure with its sub-contractors has been appointed as the Delivery Partner (DP) within an Integrated Project Team (IPT) comprising the customer, Metrolinx and its Technical Authority (TA) for the Ontario Line Subway (OLS) Project.  The project scope includes the design build, operation and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being delivered through two major Public Private Partnership (P3) contracts, multiple Early and Advanced works (EAW) contracts and additional DBB and PDB contracts. As the DP, Bechtel forms a key part of the overall leadership of the OLS Project. 

Job Summary:

The MEP Construction Manager serves as the client’s representative within the Delivery Partner team, leading the oversight, coordination, and integration of all Mechanical, Electrical, and Plumbing (MEP) construction activities across assigned stations. The role ensures full contractor compliance with the Project Agreement, including design intent, technical specifications, safety, quality, and schedule requirements, while promoting collaboration and proactive issue resolution across all disciplines.

In addition, the position oversight the Contractor site construction activities, including health and safety supervision, field engineering oversight and schedule monitoring, logistics coordination, and construction planning. Through strong leadership and disciplined site management, the MEP Construction Manager ensures that project delivery is compliant, safe, timely, within scope and budget, and aligned with client expectations.#LI-SP1

Major Responsibilities:

• Provide client-side leadership and technical oversight of all Mechanical, Electrical, and Plumbing (MEP) construction activities across assigned stations, reporting progress, risks, and issues to the Delivery Manager.
• Lead, mentor, and develop MEP Field Specialists, conducting performance reviews and ensuring continuous technical and professional growth.
• Contribute to continuous improvement in MEP delivery processes, safety culture, integration across disciplines, and client value realization.
• Ensure all MEP installations comply with design intent, technical specifications, codes, safety requirements, and contract obligations, including workmanship and installation quality.
• Conduct regular site inspections focused on MEP systems (HVAC, electrical distribution, grounding/earthing, lighting, fire protection, plumbing, drainage, pumps, controls, etc.) to verify safety, quality, environmental compliance, and field readiness.
• Oversee contractor’s MEP coordination with civil, architectural, systems, and commissioning teams to ensure proper interface management, conflict-free installation, and smooth phase transitions from construction to testing.
• Support the development and implementation of MEP execution plans, installation sequencing, readiness reviews, testing & commissioning strategies, and final handover of Mechanical, Electrical, and Plumbing systems.
• Lead daily and weekly MEP coordination meetings, driving resolution of field issues, design gaps, and conflicts, and supporting schedule recovery and interface alignment.
• Review performance of MEP subcontractors, including labor planning, progress, resource levels, productivity, and interface with adjacent works.
• Perform MEP-focused constructability reviews for detailed design and construction packages, identifying installation constraints, access issues, phasing conflicts, and opportunities to improve constructability.

Major Responsibilities(Contd.):

• Identify and escalate MEP risks, design changes, non-conformances, and potential variations, supporting mitigation planning and commercial awareness.
• Maintain accurate and disciplined documentation for all MEP activities, including field reports, inspections, NCRs, redlines/as-builts, testing records, commissioning logs, and handover deliverables.
• Ensure strict adherence to MEP safety requirements, including electrical safety protocols, confined space considerations for mechanical systems, hot works, pressure testing, and commissioning hazards.
• Monitor the contractor’s implementation of MEP installation sequencing and ensure alignment with integrated project schedules and commissioning milestones.
• Serve as the primary interface for all MEP-related matters with contractors, design teams, third parties, and internal project leadership.
• Support Project Controls by providing accurate MEP progress updates, forecasts, productivity assessments, and cost/schedule inputs.
• Coordinate with Contract Administration regarding MEP-related contractual issues, change management, claims, and documentation.

Education and Experience Requirements:

• Bachelor’s degree in Mechanical or Electrical Engineering, with 10+ years of MEP construction experience on major infrastructure or rail projects (or 15+ years relevant experience without a degree).
• Demonstrated commitment to safety, environmental compliance, and Zero Accident culture.
• Extensive experience in MEP installation and field supervision, including construction sequencing, quality assurance, and hands-on involvement in testing, commissioning, and handover of Mechanical, Electrical, and Plumbing systems within complex, multi-discipline environments. Demonstrates a solid understanding of MEP interfaces with civil, structural, architectural, and rail systems, as well as working knowledge of project controls, cost and schedule impacts, and change management for MEP work packages
• Strong leadership, communication, and stakeholder engagement skills.

Required Knowledge and Skills:

• Strong technical understanding of Mechanical, Electrical, and Plumbing systems, including HVAC, electrical power distribution, lighting, fire protection, pumping systems, drainage, and associated controls.
• Solid knowledge of MEP interfaces and integration with civil works, structural elements, architectural finishes, and rail systems (e.g., traction power, communications, SCADA, tunnel ventilation, fire life safety).
• Familiarity with MEP construction sequencing, installation methods, inspection requirements, and quality assurance/quality control processes.
• Proven experience in testing, commissioning, and final handover of Mechanical, Electrical, and Plumbing systems on large infrastructure projects.
• Strong understanding of applicable codes, standards, and regulatory requirements relevant to MEP design, installation, safety, and commissioning.
• Comprehensive knowledge of safety and environmental requirements, including electrical safety, confined space considerations, hot works, pressure testing, and construction-phase hazards for MEP systems.
• Awareness of project controls principles, including schedule interpretation, progress measurement, productivity tracking, and cost impact awareness for MEP work packages.
• Understanding of contractual requirements, change management, scope compliance, and documentation as they relate to MEP construction activities.
• Experience working on integrated rail or multidisciplinary infrastructure projects, including coordination with systems contractors and station finishing teams.
• Familiarity with engineering, procurement, and construction practices associated with large-scale infrastructure and transit projects.
• Understanding of core delivery processes, project governance, and stakeholder structures within the Ontario Line Subway Project, including PDT roles and Project Agreement (PA) obligations related to MEP scope
