Project Overview:
Bechtel’s Manufacturing and Technology (M&T) Business Unit is designing, building and commissioning a semiconductor fab in Clay, NY. Job Summary:
The Junior Field Labor Relations Representative is a developmental field Labor Relations position supporting Micron FAB20. Working under the direction of experienced Labor Relations personnel, the role assists with day-to-day administration of the Project Labor Agreement (PLA), applicable collective bargaining agreements, Jobsite Work Rules, craft staffing, union coordination, jurisdictional documentation, grievances, workforce reporting, and field employee relations. The position is designed to build practical construction Labor Relations experience through direct field exposure, structured assignments, and increasing responsibility. #LI-SM2
Major Responsibilities:
- Maintains a visible field presence and develops working knowledge of project operations, craft work activities, union jurisdictions, and workforce conditions.Assists with administration of the PLA, applicable collective bargaining agreements, local agreements, project procedures, and Jobsite Work Rules.
- Supports preparation of craft staffing forecasts and coordinates workforce information used for union referrals, recruitment, onboarding, mobilization, layoffs, and demobilization.
- Maintains workforce data, staffing reports, union referral information, contact lists, meeting records, labor issue trackers, and other Labor Relations documentation.
- Assists with documenting jurisdictional work assignments and maintaining project jurisdictional records, mark-ups, reference materials, and precedents.
- Participates in pre-job conferences, union meetings, steward meetings, workforce planning meetings, and labor-management meetings; prepares agendas, supporting materials, minutes, and action-item logs as assigned.
- Conducts research and prepares summaries involving wages, labor agreements, union practices, workforce availability, apprenticeship programs, labor trends, and project labor requirements.
- Extracts and organizes information from collective bargaining agreements, wage sheets, PLA provisions, and other labor documents for review by Labor Relations management.
- Observes field work practices and promptly elevates potential labor issues, inconsistent work-rule application, staffing concerns, jurisdictional questions, or other conditions that could affect workforce stability or schedule.
- Assists experienced Labor Relations personnel with grievance preparation, fact-finding, employee interviews, documentation review, and meeting preparation.
- Supports documentation associated with craft coaching, corrective action, attendance, terminations, layoffs, and other employee relations matters in accordance with project procedures.
- Assists with development and delivery of Labor Relations orientation and training for craft employees and supervisors, including work rules, grievance procedures, jurisdiction, PLA requirements, and supervisor documentation expectations.
Additional Major Responsibilities
- Coordinates with local union halls and apprenticeship/training programs on workforce readiness, recruiting, training opportunities, and forecasted craft needs as directed.
- Supports preparation of Labor Relations reports, labor surveys, workforce analyses, presentations, action plans, and management briefings.
- Develops practical knowledge of federal, New York State, and local labor and employment requirements affecting union construction employees.
- Supports project safety, respectful workplace, security, quality, and workforce expectations as they relate to craft personnel.
- Performs other Labor Relations duties and developmental assignments as directed.
- Attendence accounting for all site craft professionals and administer discipline when appropriate.
- Develop working knowledge of the Micron FAB20 PLA, Jobsite Work Rules, applicable craft agreements, union jurisdictions, and project Field Labor Relations procedures.
- Build effective professional relationships with field supervision, craft professionals, union stewards, and local union representatives.
- Learn to identify potential labor issues early, gather relevant facts, and elevate concerns with clear, objective documentation.
- Progressively assume responsibility for routine union coordination, workforce reporting, meeting support, jurisdictional documentation, and field Labor Relations matters.
- Demonstrate sound judgment, professionalism, responsiveness, confidentiality, and a strong commitment to safety, respect, accountability, collaboration, and delivery.
Education and Experience Requirements:
- Requires bachelor's degree (or international equivalent) in labor relations, Human Resources, Business, Construction Management, Industrial Relations, or a related field is preferred; relevant construction, union, military, workforce, or employee relations experience may be considered in lieu of a degree and 2-5 years of relevant experience or 6-9 years of relevant work experience
Required Knowledge and Skills:
- Basic understanding of Labor Relations, Human Resources, construction management, employee relations, or a related discipline.
- Interest in developing knowledge of union construction, collective bargaining agreements, Project Labor Agreements, grievance procedures, jurisdictional practices, and building trades organizations.
- Ability to learn quickly, ask appropriate questions, follow established processes, and apply guidance consistently.
- Strong interpersonal skills and the ability to communicate professionally with craft employees, supervisors, union representatives, and project leadership.
- Strong written communication, documentation, research, and organizational skills.
- Ability to handle sensitive information with discretion and maintain appropriate confidentiality.
- Ability to work effectively in a fast-paced field construction environment and manage multiple assignments and priorities.
- Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams; ability to learn project workforce and reporting systems.
- Willingness and ability to spend significant time in active construction areas and adjust work hours to support project operations.
