Project Overview:
Job Summary:
Reporting to the Technical Director Deputy, you will lead and coordinate with a team of multidisciplinary technical specialists, overseeing the interpretation, organization, execution, and coordination of all engineering and technical aspects related to concept master planning, detailed master planning, and detailed infrastructure design.
You will lead, manage, and be accountable for the performance of appointed Design Consultants, ensuring the successful delivery of infrastructure designs in full compliance with established budget, schedule, and quality objectives. You will establish and maintain Engineering Programme Management plans and procedures, ensuring alignment with the Customer’s governance framework. This includes verifying that all technical design deliverables comply with Client requirements, stakeholder expectations, and applicable local and international codes and standards.
You will coordinate and collaborate closely with Site contractor teams, and their Project Engineering functions, client design and delivery teams ensuring integration and alignment across all disciplines and project interfaces.
Major Responsibilities:
- Lead the technical coordination, engineering oversight, and delivery readiness of site-wide construction packages CP-09, CP-10, and CP-11, covering main utilities, civil works, roads, structures, and associated infrastructure interfaces.
- Coordinate multidisciplinary engineering inputs across civil, utilities, structural, geotechnical, hydrology, transport, electrical, ICT, fire water, irrigation, and public realm interfaces to support integrated construction package delivery.
- Manage design consultants, contractors, and package teams to ensure design deliverables, IFC drawings, specifications, BoQs, and technical submissions are complete, coordinated, constructible, and aligned with project requirements.
- Establish and maintain engineering management plans, package delivery procedures, design review workflows, and governance controls in accordance with Client, PMC, and project requirements.
- Track engineering deliverables against package schedules, design milestones, construction priorities, and procurement needs, ensuring timely identification and escalation of delays, interface gaps, and bottlenecks.
- Manage technical reviews of design submissions, RFIs, TQs, material submittals, method statements, and construction-related engineering queries to ensure compliance with applicable codes, standards, specifications, and stakeholder requirements.
- Coordinate constructability reviews, value engineering, safety-in-design assessments, interdisciplinary reviews, and stage-gate reviews to improve package readiness and reduce downstream construction risk.
- Provide technical oversight for package interfaces with vertical asset PMCs, client delivery teams, utility providers, regulatory authorities, contractors, procurement, project controls, construction, ES&H, quality, and stakeholder management teams.
- Prepare and maintain engineering progress dashboards, weekly and monthly package reports, deliverable trackers, risk registers, action logs, and technical issue registers to support informed decision-making and management reporting.
- Review package scope changes, quantity variations, design deviations, technical trends, and schedule impacts; support change definition, estimate validation, and compliance with project change control procedures.
- Support procurement and contract administration activities by reviewing technical sections of tender documents, scope of work, specifications, BoQs, clarifications, bid queries, and contractor technical proposals.
- Facilitate stakeholder engagement and technical presentations, including design coordination meetings, progress reviews, interface workshops, authority discussions, and stage-gate review sessions.
- Ensure construction package requirements are integrated with infrastructure design, site logistics, temporary works, utility diversions, access strategy, testing and commissioning, handover, and event/legacy operational requirements.
- Drive proactive resolution of engineering and construction interface issues by coordinating responsible parties, defining actions, monitoring closure, and escalating critical matters where required.
- Promote a collaborative, high-performance, and safety-focused working culture across multidisciplinary teams while ensuring technical quality, schedule adherence, and alignment with project objectives.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and minimum 20 years of relevant experience including design and engineering management.
- Minimum 15 years of experience of working in EPC and/or PMC environment and management of contractors and/or consultants

- Strong varied experience in creating, developing and leading teams.
- Strong organizational, communication, and interpersonal relationship skills at varying levels of the organization.
- Strong leadership, foster teamwork across multidisciplinary teams, problem-solving, and stakeholder management skills.
- Ability to work effectively under pressure with changing priorities and deadlines, Demonstrating ability to effectively influence outcomes and escalate issues appropriately.
- Must be a self-starter and highly motivated to succeed.

- Previous, related, working experience in the middle east is highly preferred. Previous experience and expert knowledge of KSA labor laws and working practices and requirements is highly preferred.
- Experience of working within a multicultural, highly diverse team environment is essential.
- Desirable: understanding of infrastructure international regulatory codes, standards and design criteria relating to infrastructure design.
- Possesses working knowledge and production ability with computer-aided drafting software, such as AutoCAD and Revit.
- Possesses a working knowledge of BIM processes, including experience designing projects in BIM platforms, particularly Revit and Navisworks
