Project Overview:

The CPC Taichung Phase III LNG import terminal project scope is to deliver two 180,000 m3 Full Containment LNG Tanks Taiwan, which will become Taiwan’s largest storage tanks ever built when completed.

Job Summary:

In this role as a site-based Claims Planner, you work closely with the off-project claims team along with the construction team to obtain and record factual account of impact events and identify the emerging issues in the field. The Planner is required to walk the work fronts daily, capturing progress, craft professional resources and the events that impact the critical path, and convert them into a daily impact report, assist with schedule updates and record the project's change and impact claim positions.

Major Responsibilities:

  • Planner is required to walk the work fronts daily, meet with superintendents, foremen, welding supervisors, welding field engineers, field engineers and subcontractor staff to record the physical progress, impact issues and any other key activities
  • Record daily craft manpower, work hours, weather, heat index and key equipment by area and subcontractor, and reconcile against timesheets and subcontractor daily reports.
  • Log the events that impact the critical path — late access, design changes, material shortages, permit or inspection delays, weather and rework — with date, location, activity affected and resources standing by.
  • Track critical path earned quantities and productivity, and flag adverse trends. 
  • Build the schedule evidence behind extension of time, disruption and variation positions — fragnets, windows analysis and narrative.
  • Based in the site office, the planner will participate in the daily morning super vision coordination meeting, the evening coordination meeting with the Tanks’ subcontractor and weekly progress review.
  • Must have daily contact and engagement with superintendents, welding supervisors, welding field engineers, field engineers, materials, quality, safety and subcontractor planners.
  • Able to explain schedule priorities in work-front language, and to record a position on facts when under schedule pressure.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Preferred:

  • Tank and/or LNG facility construction experience.
  • Claim (or insurance claim) support experience — extension of time, disruption and delay analysis.
  • Preferred second language capability in Filipino (Tagalog) and/or Mandarin Chinese.
  • Prior experience in Taiwan or the Asia-Pacific region.

Required Knowledge and Skills:

  • Minimum five years planning and scheduling on industrial, energy or heavy industrial projects, at least three site-based on an active construction site.
  • Degree or diploma in engineering, construction management or quantity surveying, or equivalent field experience.
  • Working proficiency in Primavera P6 and Excel, and a sound grasp of critical path method, and other construction progress reporting practices.
  • Practical understanding of construction sequencing and the discipline to keep accurate, day-by-day records.
  • Fluent written and spoken English, and the ability to work with a multinational workforce.
  • Self-initiative and commercial awareness.
